Revitalizing Clearfield’s Downtown
Past and current city councils have worked hard to revitalize downtown Clearfield by bringing more businesses, public parks, and housing opportunities. This has been a 20-year journey, and residents are just now starting the see the effects. Downtown Clearfield will continue to change as future projects occur. These changes will help our city thrive, allowing residents’ and entrepreneurs’ dreams to take flight in Clearfield.

Pre-2010
Downtown’s Decline
Clearfield’s downtown was a hub of activity from the 1950s to the 1990s. After this period of prosperity, the city became completely built out with no land left to expand, economic downturns closed influential businesses, and market challenges created housing stagnation. The combination of these caused Clearfield’s downtown to lose its vibrancy. It soon became apparent that revitalization efforts were needed to make entrepreneurs’ and residents’ dreams take flight in our city again.

2010-2016
Revitalization Homework
We conducted three studies and lead public outreach efforts to determine the best ways to revitalize our downtown. The studies recommended bringing new businesses, public parks, and housing options to the area, and identified the best spots for these on our downtown corridor.
The studies we conducted were a market study by Zions Bankcorporation in 2015, a creating downtown plan by the Wasatch Front Regional Council in 2016, and a feasibility plan by Better City in 2016. These studies provided recommendations on how to improve our downtown and identified key revitalization spots.

2016-2018
Created City Code for Downtown
Using the studies as our foundation, we created rules (or city code) that clearly defined what could be built on our downtown, where it could be built, and how it could look.
These regulations allowed the city to intentionally plan where businesses, housing, or a combination of both could be built. Any projects that did not align with these guidelines were not approved by the city council.

2019-2023
Created Plans for Key Revitalization Areas
After the studies identified the Clearfield FrontRunner Station, Lotus Anthem, and Lakeside Square as three key revitalization spots for downtown Clearfield, we began making plans to guide their change.
We created a visionary plan for Clearfield Station that helped solidify what would be built there. We also worked one-on-one with the property owners of Lakeside Square and Lotus Anthem to create development plans that would benefit our residents.

2018-Current
Revitalization Construction
The current phase of revitalizing downtown Clearfield is the construction of projects along the corridor. Some have started to be built and others will be completed in the next 10+ years.
Revitalizing downtown has been a 20-year journey, and you are just now starting to see the effects. Our downtown will continue to change as future projects are completed, allowing residents and entrepreneurs to realize their dreams in the heart of Clearfield.
