What is the PARAT Program?
The mission of the Parks, Arts, Recreation, Aquatics, and Trails (PARAT) Program is to enhance Clearfield resident and visitor experiences through art, cultural, and recreational offerings.   For every non-food purchase made in Clearfield City that includes sales tax, one penny (1¢) of every $10 spent goes to funding city PARAT projects that could not be completed otherwise.
The PARAT Program was voted on by Clearfield City residents in 2014 and passed with 65% voter approval. The city first received funds from PARAT in April of 2015. Every 10 years, the PARAT Program is placed on the ballot for city residents to vote for the program’s renewal and will return to the ballot in 2024. Â
Where does my penny go?


Your penny helps to provide funding for city projects that could not be completed otherwise such as new playgrounds, sports facilities, trail upgrades, and more. It also helps to maintain the current facilities. Only PARAT projects may receive this funding.

Completed projects include:
Built six new playgrounds at city parks:
- North Steed Park

Renovated the Arts Center
Hired an Arts Supervisor

Built a pickleball complex at Steed Park
Resurfaced six sports courts:
- Fisher Park
- Kiwanis Park
- Jacobsen Park
- Barlow Park
- Island View Park
- Fox Hollow Park

Completed projects include:
Built a new play structure in the Leisure Pool of the Aquatic Center

Current projects include:
Creating mountain biking trails along the Rail Trail and at Chelmes Park
Connecting both ends of the Canal Trail together
